Would it be possible to adapt the silent countdown that starts when we reach 15 players. And not start it if there are more than 20 players online?
This might allow the finalists of the previous game to join the server that is filling up.

and if it's not too complicated, reverse the process when we are more than 30 online. i.e. start the server with 25 players.

The better for me is that there would be some player who be able to launch and time but withn't the admin right necessary. I don't know if that already do, but put a maximum time possibly should be useful maybe like 20 min, we have to thinking to this maximum, (and other many things) value i don't know how much..

something like
less than 20 players --> silent countdown start with 15 players
20-25 players --> normal starting
more than 30 --> 25 players required to start the 5mn countdown
